Regulation on the Establishment and Operation of the National AI Committee Passes Cabinet Meeting
Government and Top Private Experts Form One Team to Propel AI G3 Status!
The Ministry of Science and ICT (Minister Lee Jong-ho hereinafter referred to as the Ministry) announced that the Regulation on the Establishment and Operation of the National Artificial Intelligence Committee (hereinafter referred to as the Presidential Decree) was approved at the Cabinet meeting on Tuesday July 30. Accordingly the Ministry will commence the formation of the National Artificial Intelligence Committee (hereinafter referred to as the Committee).
AI technology including generative AI is rapidly advancing and is expected to have significant economic impacts as it spreads across all industrial sectors. Recently the government has recognized AI and semiconductors as one of the three key game-changers for future national technological competitiveness. In April the government unveiled the bold AI-Semiconductor Initiative to achieve AI G3 status and in May it successfully hosted the AI Seoul Summit to bolster global leadership.
To thoroughly prepare for an AI-driven future it is crucial for both the public and private sectors to collaborate and respond collectively. Major countries worldwide are building public-private governance structures to pool their capabilities and win the competition for technological dominance in AI.
The Presidential Decree was developed with this understanding aiming to consolidate the capabilities of both the public and private sectors and to guide the direction of national innovation in AI by establishing the Committee directly under the President. The Committee will be chaired by the President to harness national capabilities comprehensively.
Key points include:
Committee Composition: The Committee will consist of up to 45 members including one chairperson and one vice-chairperson. Government members will include ministers from the Ministry of Economy and Finance Ministry of Education Ministry of Science and ICT Ministry of Foreign Affairs Ministry of the Interior and Safety Ministry of Culture Sports and Tourism Ministry of Trade Industry and Energy the Chairman of the Korea Communications Commission the Chairman of the Personal Information Protection Commission the Chairman of the Digital Platform Government Committee and 10 related ministers. It will also include the Senior Presidential Secretary for Science and Technology (Secretary-General) and the 3rd Deputy Director of the National Security Office. Private members will be experts with extensive knowledge and experience in AI-related technology economy humanities and social fields appointed by the President. The Vice-Chairperson will be one of the private members designated by the President. The term for appointed members is two years.
Committee Functions: The Committee will deliberate and coordinate national AI policies including ① major AI-related policies ② research and development and investment strategies ③ infrastructure expansion such as data centers ④ regulatory discovery and improvement ⑤ dissemination of AI ethical principles and ⑥ responses to changes in education labor and the economy resulting from AI advancements.
Support for Committee Operations: A support team consisting of private experts and relevant public officials will be established to assist the Committees work and operations.
The Ministry stated “Through this Presidential Decree we expect to strengthen the nations competitiveness in the AI field and create a reliable AI utilization environment by consolidating national capabilities.” The Ministry also noted “We will swiftly complete the formation of the Committee and meticulously prepare for its inauguration ceremony and the first meeting.”
