The Chairman Jeong Sang-jo has sent a congratulatory video message for The Third Anniversary of Intellectual Property Day.

He mentioned the status of COVID-19. He said There is a fierce competition for the development of therapeutic drugs and vaccines. In particular he said The essence of the war against viruses is a war over intellectual property and he talked about the importance of intellectual property.

In addition referring to the spread of contents of new Korean Wave around the world and he said Intellectual property is the key means of creating jobs in the cultural industry and entering the world stage.

He said that the government has been supporting patent securing and technology independence in the materials parts and equipment field and it has protected small and medium-sized enterprises by improving the system so that sufficient compensation for infringement of patents can be achieved.

Also he said about a support for use of patents for the development of new drugs and vaccines and the provision of patent big data about analysis information in the field of bio-health excellent diagnostic technology of domestic companies and rapid achievement of the rights on new drugs were mentioned.

Besides he told that the cooperation between the Presidential Council Intellectual Property and a relevant ministry will reorganize the legal system to respond to global competition and social discussions on the enactment of the Digital New Deal and the special law of artificial intelligence will be promoted.

He said that regulations for strategic use of patent information and data of intellectual property through the National R&D Innovation Law will be promoted which is scheduled to take effect in January of next year and introducing a Korean discovery system will further strengthen the foundation for a protection for intellectual property.

He announced that launching of the General Federation of Intellectual Property Organizations will serve as a fusion of scientific technology and cultural arts and a bridge between the government and the private sector.

Hello I am Jeong Sang-jo the Chairman of the Presidential Council on Intellectual Property.

Today’s “The 3rd Intellectual Property Day Ceremony”

Dear intellectuals in the field of intellectual property and citizens who came for todays “The 3rd Intellectual Property Day Ceremony.” I sincerely welcome you.



In celebration of Intellectual Property Day I would like to express my appreciation to President Moon Jae-in who delivered a written congratulatory remark the Chairman Park Byeong-seok of the National Assembly who sent a congratulatory address through video and including Minister Choi Ki-Young of the Ministry of Science and ICT and everyone involved



As you know well the New Cold War between the US and China and Japan’s export restrictions indicate the egoism of countries and technological hegemony clearly in the global economic environment.

We are currently living in era of the 4th Industrial Revolution and the 5G.

New technologies change our lives and change the market order.

Intellectual property is in the center of that change.



We are fighting against a virus today.

Koreas status has been increased remarkably due to effective K-prevention including walk-through diagnosis.

Now fierce competition is underway for the development of therapeutic drugs and vaccines.

In the war against viruses the essence is a war over intellectual property.



Korean music movies dramas games and contents of new Korean Wave are spreading around the world.

Intellectual property became the key means of creating jobs in the cultural industry and entering the world stage.



The government has been supporting patent securing and technology independence in the materials parts and equipment field.

It has protected small and medium-sized enterprises by improving the system so that sufficient compensation for infringement of patents can be achieved.



Also the use of patents for the development of new drugs and vaccines the provision of patent big data about analysis information in the field of bio-health excellent diagnostic technology of domestic companies and rapid achievement of the rights on new drugs were supported.



The cooperation between the Presidential Council Intellectual Property and a relevant ministry will reorganize the legal system to respond to global competition.

Especially social discussions on the enactment of the Digital New Deal and the special law of artificial intelligence will be promoted so that artificial intelligence can use data widely for learning purposes.



Intellectual property is the key of science and technology innovation.

National R&D Innovation Law is scheduled to take effect in January of next year.

The regulations for strategic use of patent information and data of intellectual property will be prepared from R&D planning to commercialization.



In addition prompt and inexpensive dispute resolution is important in the event of infringement of rights.

A Korean discovery system will be introduced and strengthen the foundation for a protection for intellectual property.



Presidential Council on Intellectual Property needs intellectuals wisdom and cooperation. Intellectuals who are working hard in the field such as research invention and creation will gather together and the ｢General Association of Intellectual Property Organizations｣ will be launched.

It is expected to converge scientific technology and cultural art and become a bridge between the government and the private sector.



I hope that todays ceremony becomes as an opportunity for discussion and cooperation about sharing the value of intellectual property and to developing a better intellectual property system.
