Intellectual Property is a Future Asset: Cultural Technology PD Kwak Jae-do
A Need for Qualitative Growth Following Quantitative Growth of Intellectual Property Legally Guaranteed Value on the Creation and Use in Business

「The Third Anniversary of Intellectual Property Day」 was hosted by Presidential Council on Intellectual Property(the committee president: the prime minister and Jeong Sangjo professor of Seoul National University). The ceremony was held on the last 4th through online. Non-contact ceremony was held to protect the spread of COVID-19 according to the elevation of social distancing level to 2.
After the ceremony the 2nd Intellectual Property Talk Concert was proceeded on the theme of the era of the 4th Industrial Revolution and the value of intellectual property. Kwak Jae-do the Cultural Technology PD of Korea Creative Content Agency(KOCCA) Jeong Seong-chang the chief of Intellectual Property and Innovative Ecosystem Research Center Jocodjing the YouTuber who deals with program coding and Zuyoni the YouTuber who deals with IT and technology attended the talk concert.
As in first talk concert the 2nd talk concert solved problems and discussed current issues in real time using the application ThankyouAge and broadcasted live on various social media such as the Youtube channel of Presidential Council on Intellectual Property Kakao TV Facebook. And Naver TV and the Youtube channel of Ministry of Science and ICT and the Facebook page of Korean Intellectual Property Office.
The following part is an interview with Kwak Jae-do a cultural technology PD who participated as a panel.
Q1. Please introduce yourself.
▶PD Kwak Jae-do : I am a cultural technology PD and an expert member of the Intellectual Property Committee who is working for the 5th term.
Q2. Why do you think intellectual property is important?
▶PD Kwak Jae-do : First the value on your creative works can be legally assured. Second I think it is important because protected intellectual property can be used for business.
Q3. What do you think which is the worlds best intellectual property in history? And what is the reason?
▶PD Kwak Jae-do : It is Hangeul. The first excellence of Hangeul is scientific letters. Unicode. In other words everything can be transferred within 2 bytes. It is extremely digital. Second there is no language which can be changed to text by listening to voice but Hangeul is the only one which can transfer voices to letters. Third its letters are beautiful and easy to write.
Q4. If you have any intellectual property (patents designs trademarks copyrights trade secrets etc.) please introduce them.
▶PD Kwak Jae-do : I have about 60 international patents. I have a patent on UI. Representatively at the end of the scroll on the smart phone there are things that notify by bouncing.
Q5. What do you think Korea should do to become an intellectual property powerhouse?
▶PD Kwak Jae-do : A lot of quantitative growth was achieved but I think qualitative growth is necessary. Also I think industrial use and support are needed a lot.
Q6. Last question! How would you describe intellectual property in one word? (Intellectual property is OOO!)
▶PD Kwak Jae-do: For me intellectual property is a future asset. Intellectual property is the biggest material for the proposal of business or inception.
PD Kwak Jae-do has a bachelors degree in computer science from Korea University a masters degree in computer science from Rochester Intstitute of Technology and a Ph.D. in computer science from Sangmyung University. He worked as a senior engineer and head of technical marketing at ALSTOM Inc and DTI Inc in New York USA and as a co-founder at ANOXIS Inc California USA. In Korea he worked as an Evangelist LG Electronics MC Product Strategy and he is currently working as a Cultural Technology PD (Korea Creative Content Agency) of the Ministry of Culture Sports and Tourism. He has served as an advisory committee and evaluation committee member at government ministries such as the Ministry of Culture Sports and Tourism the Ministry of Future and Industry and he is currently a member of an advisory committee of new industry road map of the Ministry of Trade and Industry and a civilian expert of the 4th Presidential Council on Intellectual Property.
