South Korea and the Philippines Lay Foundations for Copyright Protection and Industry Promotion
‘2024 Korea-Philippines Government Meeting and Forum on Copyright’ Held in Manila on October 24
The Ministry of Culture Sports and Tourism (MCST) of Korea led by Minister Yoo In-chon will host the 2024 Korea-Philippines Government Meeting and Forum on Copyright in Manila Philippines on October 24 in partnership with the Intellectual Property Office of the Philippines (IPOPHL) headed by Director General Rowel S. Barba.
Since 2011 MCST has maintained over a decade of collaboration with IPOPHL in the copyright field. This collaboration includes the opening of a Copyright Office in the Philippines in 2012 and the signing of an MOU for exchange and cooperation in the copyright sector in 2014.
This year’s meeting is held in conjunction with the 2nd Philippines International Copyright Summit (October 21-25)* hosted by IPOPHL. As the largest international copyright event in the Philippines the summit attracts leading figures and industry professionals in the copyright field providing an excellent platform to promote Koreas advanced copyright policies and strengthen global cooperation networks.

Governments of Both Countries to Focus on Swift Blocking of Illegal K-Content Distribution Sites
In the 12th Korea-Philippines Government Meeting on Copyright four major agenda items will be discussed: copyright legislation trends collective copyright management systems responses to copyright infringement including illegal distribution and cooperation initiatives. In particular both sides will focus on ways to utilize IPOPHLs authority to block access to illegal distribution sites with the aim of quickly stopping the unauthorized distribution of K-content.

‘Korea-Philippines Copyright Forum’ to Discuss Rights Protection and Collaboration in the Digital Era; Copyright Exchange Event Linked with Summit
Now in its 14th year the Korea-Philippines Copyright Forum will center on the theme “Enhancing Creator Rights and Content Protection in the Digital Era” with three main sections. Three key Korean public institutions—the Korea Copyright Commission the Copyright Protection Agency and the Korea Creative Content Agency—will give presentations on Korea’s copyright education protection measures and content industry promotion systems. This session aims to provide information to help the Philippine government benchmark Korea’s copyright policies improving the local copyright environment while also fostering collaborative frameworks between the presenting institutions and Philippine authorities to achieve meaningful results locally.
MCST will also hold a copyright exchange event in conjunction with the Philippines International Copyright Summit. This will be an opportunity to strengthen exchanges and cooperation with major figures in the international copyright community and government officials attending the summit as well as to promote Korea’s core copyright policies and related institutions.
Jeong Hyang-mi Director of the Copyright Bureau at MCST noted “According to the 2024 Worldometer international statistics site the Philippines ranks 14th in world population (111.58 million) with a median age of 25.7 making it a high-potential market for Hallyu growth.” She added “To ensure K-content continues its global expansion improving copyright awareness and enforcement mechanisms abroad is critical. MCST will work closely with the Philippine government to build a foundation for protecting our copyright holders’ rights overseas.”
