On October 21st the Federation of Intellectual Property societies (Hereafter FIPRO) was officially launched. The FIPRO established three main goals such as activating the ecosystem for the creation protection and utilization of intellectual property and realizing a field-first system through connecting the government and the private sector etc. As a person who has been engaged in the field of intellectual property for a long time I give an enthusiastic welcome to social leaders and others working together to create an intellectual property ecosystem. In the future there will be a lot of works to do but I would like to first review the meaning and symbol of the ‘Invention Day’ which is a legal anniversary.
‘Invention Day’ was established in 1975 during the days of President Seung-man Lee and its symbol is ‘Rain gauge’
The ‘Invention Day’ is May 19th a day that symbolizes the invention and the patent system aimed at enhancing the idea of invention for the whole people. It is designated while President Seung-man Lee promised to enact the Invention Day in 1956. Then in 1957 at the 19th cabinet meeting an announcement day for rain gauge of King Sejong was decided as the Invention Day. At that time Korea’s greatest inventions such as types rain gauge and turtle ship was nominated at the cabinet meeting. Among them the rain gauge was selected because it was 200 years earlier than in the West and an inventor and invention date were also clear. Meanwhile the inventor of rain gauge was known as Young-sil Jang but it has recently been argued that it is Moonjong.
In case of the United States the ‘Inventor’s Day’ was established in 1983 during the days of President Reagan and its symbol is ‘Edison’
The US which can be said to be an invention power established the ‘Inventor’s Day’ in 1983 26 years behind us. Americans at the time had forgotten an importance of invention and innovation and as a result the innovation and industry’s pulse was getting fade out. President Reagan and the US Congress thought that a friendly-patent policy should be conducted like establishment of patent court and reformation of patent office while the culture of inventions and patents also needed to be formed and spread widely throughout the American society. Accordingly President Reagan declared February 11 1983 which is Edison’s birth day as the ‘Inventor’s Day’ on January 12 1983. While declaring the ‘Inventor’s Day’ President Reagan also urged Americans to remember the creativity and enthusiasm of inventors and the world they have changed and to give appropriate events and ceremonies.
Difference between Korea and US Invention? or Inventor?
There is no reason to argue about which one is better or not since the problem of deciding the symbol and date of the ‘Invention Day’ depends on the country’s history and circumstances. However the perspective of these two countries on the ‘Invention Day’ may seem unimportant but there is a big difference. The first is the name. Korea named it as the ‘Invention Day’ and in case of the US it is the ‘Inventor’s Day’. Second in terms of symbol Korea designated the ‘Invention’ and the US decided as the ‘Inventor’. Third is the impact on future generations. Three things are all connected. On the day of invention future generations are going to show their respects by searching symbolic inventions. As a result the inventor’s creativity passion and rewards become a secondary problem. In other words while the social convenience and the prosperity of the nation are welcomed by the great invention the inventor’s life is relatively less cared. So that models who should be followed by future generations are getting fade out. On the other hand when the ‘Inventor’s Day’ becomes an anniversary and the ‘Inventor’ becomes a symbol the society focuses on why he invented what trials and hardships he went through and how he was properly rewarded.
A culture must be created to care an inventor’s life.
As mentioned above in 1957 we designated the ‘Invention Day’ while realizing the importance of invention 26 years earlier than the US. This is a historical event that we should be proud of. Meanwhile an era has been changed and we live new era called the 4th industrial revolution and startup economy. A new concept of ideology philosophy and symbols suitable for a new era needed. Let’s establish a day to remember the inventor not the invention. Take a look at what is the creative source of the inventor. Then we will learn lessons for raising up creative individuals. Let’s take a look at how he changed the world that day. From that we will get lessons of challenge and innovation.
On that day let’s see if he has never given up or fell into disappointment due to unreasonable practices and systems. So that we will get a motive for changing systems and creating a better ecosystem. Let his work spread through culture. Then our creative young people will take him as their hero and take on new challenges.
