Ulsan city is first to pre-announce the legislation of ‘Digital Jiphyeonjeon’ ordinance as a local government

July 22nd Ulsan city has pre-announced the legislation of ‘Ordinance of stimulation in connection and utilization of intellectual property of Ulsan (Digital Jiphyeonjeon ordinance)’.

The proposal is made to connect intellectual properties (IP) and education contents that are dispersed among institutes and support citizens to create and utilize IP. It is composed of basic plans formation of knowledge information committee construction of platform selection of knowledge information and cooperation with private businesses and associations.

Ulsan city and its affiliates provide 460 thousand digital contents like history of the city lifelong education videos photos and e-books of administration etc. However it is not easy to access. To solve the problem a platform is needed to collect all the dispersed materials throughout 15 institutes like Ulsan city Ulsan Metropolitan Library Museum and Ulsan Arts and Culture Foundation categorized by 57 entries.

The platform may alleviate efforts to roam around dispersed digital materials of institutes and instead provide it in a single space. The platform is planning to expand collaboration with 18 public libraries 10 public institutes 2 universities and 11 conglomerates. The proposal may be implemented in late September after undergoing legal process.

The ordinance may support the digital shift of Ulsan city which will be followed up by the ‘Basic data ordinance’ which targets data distribution and nurturing the industry and the ‘Digital tolerance ordinance’ which aims to construct a safe digital environment in social economical area. Both ordinances are first to be planned by local government.

Ulsan city is accelerating its digital shift by setting 34 tasks like development of smart city integration platform intellectualization of AI based high-risk national industrial complex construction of genome-based bio big data etc. to proactively transfer to 5G based digitalization and advance to intellectual innovation.
