President Moon Jae-in Expressed His Strong Will for Major Achievements and Strategies in the Field of Intellectual Property
After Identifying the Core Patent Technology Analyzing and Responding to the Aspects to Avoid Existing Patents Is Necessary Hoping the Korean Intellectual Property Office to Cooperate With Other Ministries to Develop Vaccines

President Moon Jae-in held a discussion after hearing a presentation on Major Achievements and Promotion Strategies in the Field of Intellectual Property at a meeting of chief aides attended by Blue House staffs Lee Kwang-hyung President of KAIST and Kim Tae-man President of the Korea Intellectual property Strategy Agency on the 26th. President Moon said in his closing speech The results of successfully overcoming Japans export regulations while having technological competitiveness in the field of materials parts and equipment were also important but after identifying key patent technologies in the process it was also important to analyze and efficiently respond to the aspects to obtain new patents directly through research and development aspects to receive technology transfers and aspects to avoid existing patents. I hope this model to be applied to the development of vaccines and the Korean Intellectual Property Office to lead the cooperation with other ministries.
Japans export regulations has started about two years ago. On July 1st 2019 Japans Ministry of Economy Trade and Industry announced that it will revise its export management regulations to the Republic of Korea to impose export regulations on three items: photo registry (PR) hydrogen fluoride and fluorinated polyimides (PI) which are used in semiconductor and display processes from July 4.
In response to Japans unexpected unfair measures the Korean government has constructed an immediate response system along with a tough response. Strategically it established measures to have independence in the materials parts and equipment industry and reduce technological dependence on Japan. Also the government continued its quick response with rapid decision-making support including the establishment of a new special account for materials parts and equipment worth 2.1 trillion won a complete revision of the special law on materials parts and equipment and Council on National Competitiveness of Materials Parts and Equipment which is a single control tower constructed at government level.
Currently the dependence of the top 100 major items on Japan has decreased by about 6.5% to 24.9% providing an opportunity to become a global powerhouse of materials parts and equipment overcoming a visible crisis. In particular for hydrogen fluoride the major material of Japans high-handedness two years ago the amount of imports toward Japan fell to 1/6 and the criticism that it was a misstep on the Japanese economy is dominant even in Japan.
Prior to this President Moon Jae-in instructed at the staff meeting this morning to make every effort to prepare for the heat wave at the construction site saying As the unprecedented heat wave continues this year it is dangerous to work long hours at outdoor construction sites especially during the day. We should make extraordinary efforts to protect workers at workplaces vulnerable to heat waves and especially the construction sites ordered by the public sector should be an example. President Moon added During the heat wave take measures such as suspending construction flexibly managing working hours or extending the contract period.
