The Ministry of Culture Sports and Tourism (Minister Hwang Hee hereinafter the MCST) and the Korea Culture Information Service Agency (Director Hong Hee-kyung hereinafter KCISA) hold The 2021 Public Works Utilization Creation Contest from August 2nd (Mon) to September 12th (Sun) to help public works become a source of creation and reborn as new content. In this contest Jeju Special Self-Governing Province the Korea Agro-Fisheries & Food Trade Corporation and the Korea Occupational Safety and Health Agency which are the organizations that open public works to public participate in special sector to add meaning to the contest.

Public works are works of which State agencies local governments and public institutions have all or part of economic rights and can be used by Koreans free of charge without worrying about copyright infringement according to the type of KOGL (conditions of use). The term Korea Open Government License (KOGL) means a free use indication system for public works prepared by the government to create a foundation for the free use of public works.

On the other hand the economic right refer to the right to protect economic interests arising from the use of works in a certain way. economic right unlike copyright right can be disposed of in the way of separately exercising transferring or inheriting rights. Copyright rights are divided into rights such as copying rights performance rights public transmission rights exhibition rights distribution rights writing rights and rental rights.

In this contest the applicants can use public works to create story content of what they want to boast about Korea. The contest will be divided into general and special sector and anyone can participate if their own story that boasts Korea is newly created in the form of ‘Videos images sound sources and phrases’ using public works.

The public works to use can be easily found by referring to the menus of Recommended public works and Keyword works in the KOGL website and can also be found through searching. Through this contest it is expected that public works will be utilized in various ways and reborn as excellent content which is Koreas pride.

This year a total of seven award-winning works will be selected including four in the general sector and three in the special sector. Three institutions including ▲Jeju Special Self-Governing Province ▲the Korea Agro-Fisheries and Food Corporation and ▲the Korea Occupational Safety and Health Corporation which have opened high-quality public works will participate and the prize money will be expanded to a total of 3.6 million won including maximum 1 million won.

In order to participate in the general sector the participants must create works by utilizing at least one work corresponding to Type 1 among the public works provided by KOGL website (www.kogl.or.kr) and in the case of a special sector the organizations can participate by utilizing the works of their own. The indication of the source of the work used when participating in the contest is a prerequisite and if there are problems of use of another persons work copyright infringement plagiarism and etc. the participant can be excluded from the examination and award therefore the participants should participate after referring to the public notice and condition of application of the contest.

The award-winning works will be selected through a separate screening in the future and prize money and awards will be awarded at the awards ceremony. In addition the award-winning works will be used for exhibition and promotion through the KOGL website. More information about the contest can be found on the KOGL website (www.or.kr).
