Korea Research Institute for Vocational Education and Training (KRIVET) has issued ‘International comparison of competence of Korean people’ in their ‘KRIVET Issue Brief’ 30th of this month.
KRIVET utilized the Programme for the International Assessment of Adult Competencies (PIAAC) of OECD to analyze and make index of the competence of Korean people since it is an important factor to actively respond to new technology and market fluctuation. The index is composed of stock and flow and it is scoring 51.1 in total which is 0.4 lower than the OECD average.
The competence index is 54.6 which 0.7 points higher than the OECD average but the utilization index is 47.6 scoring to be one of the lowest in OECD.
In the utilization index writing activities are higher but problem solving is lower among the OECD countries. Learning from workplace was the second lowest after Lithuania and cooperation score was 58.2 scoring the lowest.
The difference between two indexes show that the accumulated competence is not actively utilized. Therefore not only the development of competence through learning and experience should be supported but also its utilization must be actively backed up.
