South Korea to Cooperate with the Philippines and Vietnam in Investigating K-Content Copyright Infringement Crimes

The Ministry of Culture Sports and Tourism (Minister Yoo In-chon hereinafter referred to as MCST) and the Korea Copyright Protection Agency (Director Park Jeong-ryeol hereinafter referred to as KCPA) held the 2024 International Copyright Protection Cooperation Conference on June 25th (Tuesday). The conference aimed to discuss investigations into K-content copyright infringement crimes and to establish an effective international cooperative investigation system. The event saw the participation of over 70 officials including those from the Philippine National Bureau of Investigation the Vietnamese Ministry of Public Security the U.S. Homeland Security Investigations (HSI) Interpol and the South Korean National Police Agency.

Since 2022 starting with the International Online Content Protection Seminar the MCST and KCPA have been working to establish an international cooperative investigation system to jointly respond to K-content copyright infringement crimes through forums such as the International Copyright Forensics Forum. Notably last year the MCST and KCPA in collaboration with the Busan Metropolitan Police Agency Interpol and Indonesian authorities secured key investigative leads in Indonesia. This led to a joint operation between South Korea Indonesia and Interpol resulting in the arrest of a suspect providing illegal IPTV* services to Korean expatriates.
*Internet Protocol Television (IPTV): Provides television broadcasting over the internet including live broadcasts Video on Demand (VOD) and other internet services.

During this conference participants shared the progress of investigations into K-content copyright infringement crimes occurring in the Philippines and Vietnam and discussed future joint operational activities. South Korea aims to strengthen cooperation with the Philippines and Vietnam by establishing MOUs for international cooperative investigation activities and information exchange on copyright crimes.

The MCST plans to continue collaborating with the National Police Agency and Interpol to build a thorough international cooperative investigation system to combat illegal content duplication. The ministry is determined to track down and eradicate copyright infringement criminals to prevent them from unlawfully profiting from creators legitimate earnings.

An MCST policy official stated Copyright crimes which occur across borders overnight through the internet cannot be solved by any single country alone. This international cooperation conference will further solidify the international cooperative investigation network for copyright protection. They added With close cooperation between the MCST the National Police Agency Interpol and the U.S. Homeland Security Investigations combined with investigative cooperation with local countries we expect to more effectively prevent K-content copyright infringement crimes.
