Korea Coast Guard Promotes Technology Transfer of Self-Developed VTS Support Systems to the Private Sector

Advanced Marine Accident Prevention Technology Expected to Boost Industry Activity

The Korea Coast Guard (Commissioner Kim Jong-wook) has announced plans to transfer its self-developed vessel traffic service (VTS) support technologies to the private sector. These technologies which utilize artificial intelligence include the Automatic Identification System for Anomalous Vessel Operation and the Automatic Detection System for Anchor Dragging.

The Automatic Identification System for Anomalous Vessel Operation analyzes trajectory data of vessels detected for drunken sailing by the Korea Coast Guard since 2016. It identifies and alerts about vessels navigating in zig-zag patterns similar to those of drunken sailing vessels.

The Automatic Detection System for Anchor Dragging uses AI to monitor anchored vessels and trigger an alarm if anchor dragging is detected. This systems uniqueness and excellence have been recognized leading to a national patent application currently under review.

Additionally through the 2023 Weather Big Data Contest the Korea Coast Guard fostered proactive governance by integrating public participation to develop technology predicting anchor dragging during adverse weather conditions.

The developed systems can swiftly recognize and predict the movements of dozens to hundreds of vessels providing timely control information to relevant ships to mitigate dangerous situations.

To facilitate the commercialization and application of these VTS innovations the Korea Coast Guard hosted a Vessel Traffic Service New Technology Transfer Briefing for the industry on June 19th. They plan to offer customized support including developer consultations and controller experience opportunities for industries interested in technology transfer.

Director General of Maritime Safety Young-Soo Gyeong stated “This technology transfer is expected to enhance participation in the maritime safety sector and strengthen the competitiveness of new VTS technologies.” He added “The Korea Coast Guard will continue to build a domestic feedback system where state-developed technologies are transferred to the private sector refined and applied in the field thereby creating a foundation for exporting Korean technologies globally.”
